I agree, the black background does make it look like a pirate's flag. I did some internet research and there are almost no other flags with black backgrounds, except for flags used by anarchists. The only real flag I found is the flag of St. David, which is a gold cross on a black background http://www.crwflags.com/fotw/flags/gb-w-std.html). It is used in Wales.
